Site description
The aim of the project is to rehabilitate around 40 ha of former industrial land (SCO/Yara) to create a turnkey site designed to attract a large-scale industrial unit with high potential for value creation and job creation, while meeting the challenges of the ecological transition.
The planned opening of the site to the market by 2028 (the time required for cessation of activity, land management and environmental studies) requires the implementation of a strong partnership approach between the French government and the Metropolis.
The SCO/Yara project is a component of the so-called "Seine-Sud" project. Strategic for the Metropole's economic development due to its location, scale and the land potential of the 200 ha of brownfield land to be reconverted, this large-scale project resonates with the national challenges of reabsorbing brownfield land, halting the artificialization of land and rebuilding the city on itself, in a context of land scarcity.

- Connection potential is available at the site entrance. In addition, the site was previously occupied by a large nitrogen fertilizer industry. Electrical power is not a limiting parameter. The power needed to operate the industry will have to be reported to ENEDIS for additional infrastructure if required.

Local economic context and training opportunities
The project is part of a first-rate industrial, logistics and port area, at the heart of the Seine axis. Industry is represented here by major international principals and a dense network of small and medium-sized businesses, particularly in the chemical-petrochemical, energy, automotive, aeronautical, pharmaceutical and cosmetics sectors.
With a population of 800,000, the Rouen basin is home to 50,000 companies and 440,000 jobs. It also boasts a significant recruitment pool, with 35,000 jobseekers and 50,000 students trained in the area. It also benefits from the resources of the Seine axis industrial basin, which extends as far as Caen, Dieppe and Ile de France.
