Site description

This 17-hectare industrial brownfiled sote in the city of Ris-Orangis runs alongside the A6 motorway. The land is owned by EPFIF (Public land establishment of Île-de-France) on behalf of the local agglomeration.

In order to implement its projects, the agglomeration, in conjunction with the Ris-Orangis commune, has its own in-house development company - Grand Paris Sud Aménagement (SPLAIN) - cross-capitalized by the State (Grand Paris Aménagement) and local authorities (GPS). The SPLAIN enables any development project to be carried out without competitive bidding. Initial plans have made it possible to define a road structure for the site and a possible land division, adaptable to any users that may be identified. The aim is to be in a position, in the coming months, to move into an operational phase and implement a project.

The LU site, with its location close to Paris and its public transport links (RER D, Tram 12, T Zen 4), has great potential for attractiveness and development. As such, it can play a full part in France's policy of reindustrialization and national sovereignty.

The site will be able to host high value-added, job-creating activities within the conurbation.

On an operational level, the conurbation and the commune have commissioned their developer to carry out pre-operational tasks with a view to commencing operations in the coming months.

The site will host production activities that meet the challenges of reindustrialization and activities in the field of new technologies (excluding data centers), the production of new mobilities (batteries, electric cars, etc.), the sports economy or any other industry in line with France's ecological trajectory.

  • The plot is served by a class A public HV network under Avenue du Front Populaire. A DP substation (RUTE) is located to the south-east of the Lu wasteland, on cadastral parcel N°52.  There are two heating networks close to the site. The Grigny-Ris-Orangis network, with its 3 deep geothermal wells, and the Evry network delegated to DALKIA.

Local economic context and training opportunities

Grand Paris Sud's ambition is to be part of the national policy of reindustrialization and sovereignty, by being a player in and supporting its two sectors of excellence ("bioeconomy - health - genomics" supported by Genopole and "aeronautics - industrial mechanics" with the presence of major groups) in a spirit of regional, national and international networking.

The territory's project is therefore to guarantee the territorial and social conditions for regional and national development:

  • by consolidating major innovation and research developments with a metropolitan reach (notably around Genopole and its eco-system)
  • by making Grand Paris Sud a region striving for excellence for all. This means strengthening its local roots, developing a training offer in line with business needs and consolidating vocational training initiatives.

  • Its significant university and research potential (over 24,000 students, 40 higher education establishments including 2 universities and 4 top schools (ENSIIE, Institut Mines-Telecom Business School, Télécom SudParis, ICAM Paris-Sénart), 4 preparatory classes, specialized post-baccalaureate schools, CFAs (including several university ones) and sections de techniciens supérieurs ;
  • A particularly dense economic fabric
  • Aeronautical excellence on a national and international scale, thanks to the region's position as the No. 1 industrial hub in this sector in the Paris Region, in conjunction with the mechanical engineering sector (robotics, digital).
  • Bio-economy-health-genomics excellence on a global scale, driven in particular by Genopole, France's leading bio-cluster, with links to the top schools, research laboratories and universities, most of which are attached to Paris-Saclay or the Institut Polytechnique de Paris, and the Centre Hospitalier Sud Francilien.

The Grand Paris Sud region boasts considerable academic and research potential:

  • the development of close links in terms of training and research programs between the Université d'Evry and the Université Paris Saclay, enabling the latter to benefit from the wide range of training courses on offer and the university visibility it is developing, the CHSF, and the Institut polytechnique de Paris via Telecom Sudparis in particular.
  • A recognized cluster of higher education, research and innovation players working in key areas of the industrial value chain (virtual and augmented reality, etc.): Campus Télécom, ENSIIE with C19, the video game and digital interaction cluster, created in 2017.
