Site description

HAROPA PORT's project on this site involves preparing the land for industrial development. This mainly involves the creation of platforms, enabling the release of a useful 50 ha surface area, as well as the associated services and utilities for the establishment of large-scale industries, in order to meet the demand for new industrial activities.

The main objectives of the project are:

  • To obtain a site free of existing installations (occupants / demolition / decontamination / neutralization of existing networks / treatment of asbestos and waste...)
  • Provide a platform:
    o Backfilled to development grade to accommodate industrial companies
    o Serviced by roads, footpaths, landscaping, and potentially by rail, river or sea, depending on customer requirements
    o Delimited and secured
    o Provided with drainage systems (ditches / rainwater management /...)
    o With reservations or the creation of civil engineering network corridors to accommodate concessionaire networks (water / gas / electricity / telecoms) at the time of industrial installation.

Targeted activities for this site

The land is identified to support the Le Havre Port's decarbonization strategy and host new industries such as:

  • Hydrogen production and/or new fuels
  • Lithium refinery
  • Decarbonized steel production
  • Agrochemicals (fertilizer production from H2 and CO2)

These projects can be integrated into the existing ecosystem to support its decarbonization, develop the circular economy and existing networks (pipelines, steam network, industrial water, gas, electricity) with infrastructure projects underway to reinforce its attractiveness, such as the work in progress with RTE (Electricity Transmission Network) to reinforce the electrical capacity of the Le Havre Port and enable the development and decarbonization of existing industries (identification of a 15-hectare site for new 400KVA and 225 KVA substations).

In terms of meeting industrial needs, the site :

  • Benefits from optimal logistical connections: rail networks, proximity to freeways, etc.
  • Has the capacity to supply sufficient electrical power, thanks to the RTE power reinforcement project in the Port area
  • Benefits from an attractive employment pool, which will enable us to recruit a large, skilled workforce
  • Is located in an urban development zone with a favorable PLU classification, which means that building permits can be obtained quickly
  • Benefits from a maritime connection

  • The electricity grid is available at the Le Havre Port. A connection will have to be made according to the project's needs. Generally speaking, discussions are underway with players in the sector at Port level. Very-high-voltage electricity (90 - 225 and 400 kV). A connection to the RTE network (Electricity transmission system operator in France) is conceivable, as it is available to some manufacturers in the Le Havre Port area. For this site, this will require the extension of the transmission network and the creation of connection equipment. Discussions on this subject are underway.
